Generally clubs have been established centering rural play grounds. Most clubs are found inactive after initial 5 years. Besides, clubs organize sports and cultural festivals rather than taking part in other social development initiatives. As a result, no organization was found to stand besides general people in there well and woe. Union Parishads have been gradually involved in government politics, for that the process of building of a just and neutral society is found absent.
Shushilan has taken initiative to fill up these gaps and has formed a body called Shusamaj a Ward Committee. The main theme of this initiative is to develop such a process through Ward Committee that will flourish leadership in each Ward and create a group of trusted people who will play significant role in rural development. This grassroots civil society will play an important role in establishing transparency and accountability in the society and in the state system/mechanism. Ward Committee meetings are held bi-monthly basis and the Ward Committees perform 18 types of development works for their Union. In 2004, a total of 108 Ward Committees were formed in 12 Unions of Shyamnagar and Kaliganj Upazilas. The number of these Ward Committee members is 1,620 of which, male are 540 and female are 1080.
