Mediation/Shalish

Self governed village system was in effect during the Mughal regime where all necessary things, except some one or two items were produced inside villages and the villages were ruled by a leader called Morol. Almost all conflicts were mitigated impartially.

There were many mediators who maintained neutrality in every case but village politics imposed by British ruler disrupted it and discouraged those sincerest leaders. By keeping those in mind Shushilan started activities to revive that system by combining with modern changing laws. Under this system, every group of people had access to most of the social works. Hence, a village was similar to a small nation. English rulers disrupted the system through introducing Union Parishad system and access of poor people to justice had gradually lessened through increasing of imprecision, partiality and favoritism. Shushilan initiated re-establishment of neutral mediation system through formation of 15‑member Ward committee. Main functions of the committees are to arrange mediation and perform the job through selecting a president from in‑attendance mediators. Mediation programme is being implemented through 108 Mediation Committees in 12 Unions in Shyamnagar and Kaliganj Upazila of Satkhira District.Implemented activities:
  1. Formation of 54 Ward Committees of 13 members
  2. Formation of 6 Union Committees of 17 members

Mediation Committee members are 648; during July’04 to December’05 a total 1137 complains were recorded among which 791 were resolved and 346 are under process.
